Unles it's absolutely forbidden by your lease, contact the folks who own the apartment and tell them that if you don't get the maintenance guy to do the hookup for you within, say, 48 hours, you'll hire someone else to do it and deduct the cost from your next rent check.

Note that the "forbidden" part would be having someone not associated with the owners doing the install. Charging costs caused by failure of the owners/maintenance folks to do their jobs in a timely manner is perfectly legal.
